APIC_IO is back as a kernel config option, though it just toggles the sysctl loader tunable default. This is so a kernel config file with that option still set won’t cause an error.

There is actually no sysctl node for this, only a loader tunable;
it would be a good idea with a read-only sysctl node also though.
Fixed. (my incorrect phrase, not the existence of a sysctl.)
