Yes, but fbsd >=9 uses pf based on openbsd 4.5. But they also enhanced it (smp).
Recently there has been a discussion about the future of pf on fbsd (since the version is rather old, etc).
Also, iirc ipv6 support in this version of pf needs some enhancements.

Some guy is giving FreeBSD credit for the work that Matt Dillon and Sepherosa Ziehau did. I don’t have a reddit account, but I’m tempted to make one just to correct them.
The comment is correct. FreeBSD did that too.
